1. Installation instructions and requirements

This electronic copy of the Hazardous Waste Consignment Note is based on Microsoft Excel® and therefore requires no installation as such. It requires that a copy of Microsoft Excel® is installed on your computer, and that this spreadsheet is also on your computer.

This spreadsheet has been successfully tested on Excel versions from 97 to 2007.

The features within this Consignment Note are written using Visual Basic for Applications (VBA) and require that you allow macros to be run. If you haven’t already enabled macros to run, it is recommended that you do so by choosing Macro Security in the drop down Tools menu within Excel, and set the protection to Medium. In the 2007 version of Excel, the macro protection option can be found within the Security Centre.

To open the Consignment Note, simply double click on the file name as you would with any spreadsheet and select ‘Enable Macros’ in the pop up box that appears.

2. General overview of the Consignment Note

This Excel based version of the Environment Agency Consignment Note is designed to be as similar to the original as possible. The Environment Agency provide a version in PDF or paper format only, forcing them to be hand-written. By basing the Consignment on Excel, you can save, copy and amend your Consignment Notes, and then print them when needed.

In addition to the standard Excel functionality, this version also contains a series of save and recall buttons, and tick menus that make completing the Consignment Note even easier and faster, particularly where you have regular customers, carriers and waste streams that you use.

It is important to remember not to email your spreadsheet to anyone, as all the information that you have saved within it, as well as the added functionality will be given away!

3. Features within Part A: Notification details

Features in Section A

Button Name Action
Print Three Copies Three copies of this page of the spreadsheet will be printed to your default printer. The first page will have PRODUCER’S COPY on it, the second, HOLDER’S COPY and the third CONSIGNOR’S COPY.
Clear PART A This button clears the contents of all the cells highlighted in yellow above. Please note that some cells within Part B are also cleared of their contents in this operation, they are also highlighted in yellow above. In addition, the second part of the consignment note code (the unique number) is also cleared. This is not highlighted in yellow above.
Retrieve PART A Data A drop-down list within a pop-up menu will appear and you will be able to select previously saved PART A details. All cells highlighted in yellow will be replaced with the newly selected details. Note that the second part of the consignment note code is not highlighted, is not saved and therefore not retrieved. This is to avoid using the same number twice.
Save PART A Data A pop-up menu will ask you to provide a save name for all of the details contained in the yellow highlighted cells, including the highlighted cells in PART B.

Get C Note number

By mouse clicking on the first cell in the Consignment note code, the Get C Note No. dialogue box is displayed. This provides a convenient way to enter the two part code. The first part is usually the Environment Agency premises code for the site producing the waste. The six characters you type in here will also be automatically copied to the Premises code box. The second set of characters must be a unique string to allow you to distinguish this consignment note from any other.

4. Features within Part B: Description of the waste

Features in Section B

The two lines, highlighted in yellow on the above diagram, show all the detail required for a single waste stream. The front page of the Consignment Note has space to enter two wastes on it, after that the continuation sheets are used, where a further 10 wastes can be added on each sheet. The features listed below are the same whether entering waste details on to the front sheet, or whether a continuation sheet is being used.

Clear PART B This button clears the contents of all the cells highlighted in yellow above. It also clears the two fields on the top line that are not highlighted, the Quantity, and Container detail cells.
Retrieve PART B Data A drop-down list within a pop-up menu will appear and you will be able to select previously saved PART B details. All cells highlighted in yellow will be replaced with the newly selected details. Note that the two cells not highlighted, Quantity and Container detail, will not be retrieved. If waste details are already completed on this line, the Retrieve button will place the new waste details on the next available line. On the front sheet (shown) 2 waste streams can be listed, on the continuation sheets 10 waste streams can be added.
Save PART B Data A pop-up menu will ask you to provide a save name for all of the details contained in the yellow highlighted cells. If more than one line has waste details on it, then you will be asked whether you would like to save each line individually. As the program moves down each line, it will highlight which waste stream you are being asked to save.

Continuation sheet

On the far end of the PART B heading banner, there is a tick box to indicate if a continuation sheet is used. By mouse clicking on the cell highlighted in yellow, a tick will appear, by clicking again, the tick will be removed.

EWC Code entry

By mouse clicking on the first cell in the EWC code (highlighted in yellow) a pop-up box appears which asks you for the 6 number EWC code. Once entered, this number is automatically placed in both the lines associated with that waste stream. In addition, an asterisk is appended to the last number, there is no need to type it. Please note that all hazardous waste codes have asterisks.

Container details

By mouse clicking on the cell containing the Container details, a pop-up menu will appear which can be used to quickly describe the container type, quantity and fill volume. Using the information you have provided, a suitable description will be written into the cell, and also a mass of the waste will be calculated and written into the Quantity cell. This calculation assumes a 1 litre = 1 kg relationship. This can be overwritten if required.

5. Features within Part C: Carrier’s certificate and Part D: Consignor’s Certificate

C1 = A4 The company name and address from Section A4 at the top of the form will be copied into section C1.
Retrieve Carrier Details A drop-down list within a pop-up menu will appear and you will be able to select previously saved Carrier details. All cells highlighted in yellow will be replaced with the newly selected details.
Save Carrier to Database A pop-up menu will ask you to provide a save name for all of the details contained in the yellow highlighted cells.
Clear PART C All contents of the cells highlighted in yellow will be cleared.
D1 = A2 The company name and address from Section A2 at the top of the form will be copied into section D1.
Retrieve Consignor Details A drop-down list within a pop-up menu will appear and you will be able to select previously saved Section D1 details. All cells highlighted in purple will be replaced with the newly selected details.
Save Consignor to Database A pop-up menu will ask you to provide a save name for all of the details contained in the purple highlighted cells.
Clear PART D All contents of the cells highlighted in purple will be cleared.

6. Features within Part E: Consignee’s certificate

Populate PART E This button copies the EWC codes and Quantities listed in the waste streams in Part B and fills in the appropriate cells in Part E.

7. Features within the Continuation sheets

The continuation sheets are extended copies of the Part B and Part E sections on the front sheet of the Consignment Note. All features that are listed and described for Parts B and Parts E above are also available on the continuation sheets including automatic saving and retrieval of wastes, the easy menu for describing and calculating the weight of waste types, and fast EWC code writing.
